For Old Client Don't Pay Shipping Cost

Hi,

 

I have a problem with my client...and i really dont understand what's the problem.

 

He has a big shop and old, in the year always update PS.

 

In this shop there is always shipping cost, never are free.

 

But for some old client, who maked in passed orders, and save their shipping address, missing Province field and if client choose to pay with Paypal, he has free shipping!

 

And this is wrong.

 

At moment I try to:

 

• delete all address
• rebuild and fix shipping module

Someone has an idea to fix it?

Find all addresses with missing province and change them in the database. It should work.
