Need developer to write small application to parse CSV to generate import CSV

Hello i have a supplier that releases their product as a text file (attached). What i'm looking for is an application to import this file, parse it and generate product and combination files suitable for Prestashop.

Just to clarify, are you wanting this as a one time import or a daily import run on a file like that?

I intend to do the import probably weekly-monthly (the source file is ~23,000 rows) so i'm looking for an application python/win32/java (don't care really to ingest) and spit out the required files.

Would products be removed from the list?  If so, would the process need to remove these products from your store?  How would the process know which products were removed?

Hello! I can suggest you Store Manager for PrestaShop application. Using it you can import files similar to that you have provided as an example. The thing is, attribute groups like "colour" or "size" should be created in advance and in the process of import you can create values (like "Gentlebrown" or "Soft Taupe") and assign them to necessary products, creating combinations in such a way. There is also the possibility to automate import procedures.
