Can not translate frontend -> ip-blockage

Hi guys,

 

As far as I can see, I've installed the dutch translation (localisation pack) and language as they should be. The frontend is still english. Also when I take al look as shown in the attachment there is notthing to be translated ! When I push save in this situation, my IP gets blocked by the host.

 

According tomy  host I have to install a user.ini in the web-root to increase the "max_input_vars" wich is now uploaded and the vallue is set to 10.000.  I've asked the theme-develeper: They say I have to ask the Host, but the host takes a few days time.

 

anyone a sollution ?
