Language issue disabled

Hello,
I'm on presta: 1.7.8.1
My issue is the following :

I work on a site in 2 languages
If I deactivate a language, it is no longer available on the product sheet.
On the other hand it is well available normally on categories and attributes ...
So I cannot prepare my product sheets in this language without activating it, which is a problem on front office
Have you encountered this problem and do you have a solution.

According to the PrestaShop system if you disable it will not possible to show in front end and also backend. When language is disable it means they will not used.

You need to  use both language  if want to do that. 

If any other has any solution they will give you.

Thanks for your comment, but for me it's just a really big BUG and not a concept.
Since the first versions, 1.4 ... 1.6.n, prestashop natively manages multilingual sites and the concept has always been the following:
All the installed languages are visible in the BO and only the activated languages are visible on the Front.
Here on 1.7.8.1 it mixes the two: nothing on the article sheets and half on the category for example (you can translate the title but not the text), it's a bit of nonsense to me!
All CMS (WP, Drupal, ...) are working on this concept otherwise impossible to work on a Back translation before putting it online.

Hello,
It is certain that these methods can work, but I wanted to work on a clean and stable environment without having to tweak to set up normally native solutions.
