But if it never turns active no matter what time you wait, then I guess there is javascript error happening. You can try to use browser tool to find out the error message so it you will know what was the cause. Press F12 on the page, the browser debug tool will start automatically, and then go to Console to see what is the error. Paste the error message here so others can give you advises.
