No Carrier Available, but still allows checkout anyway

I have my shop just about ready to launch but have come across an issue. If the price is out of range, we get an error message that no carrier is available, which is what we should get. But at the bottom if you click on "Proceed to Checkout", it still allows you to check out and the shipping is charged at the highest amount before going out of range. I set shipping to 'disable' when out of range. Why is it not stopping the checkout process?
