It can be on the server, like lack of free memory for php or sqlserver, or it's a shared server with heavy use co-users. Maybe your images are quite large, the internet connection may be slow etc. Maybe do some (free) online website tests to see what they come up with. examples: http://www.webpagetest.org or http://gtmetrix.com/ or google for "website optimization test" or so.
