Is there a way I can have the checkout process check people's zip codes or addresses to do this? Can I create custom customer groups and only give them the local delivery option? In this case, we all need to base on "zone" concept. But you know, there is no technical relationship between "zipcode" and "zone". I do suggest to find out a custom module which helps to map a zipcod number to a virtual zone. Then, you will define which carriers should go with that virtual zone. Hope this helps!
