No payment modules installed

My shop keeps saying there are no payment modules installed.  I have installed Paypal and Cheque modules with the message that they are successfully installed??  Any help welcome.

go to bo-->modules-->payment (scroll down)

 

make sure that the different restrictions, currency/group/country are allowing payment module to display.

Thanks.  Now seem to have modules installed.  Cheque one working OK, but Paypal sending message back:

4. L_SHORTMESSAGE0 -> Security error

hi, best to create new post, (my guess is you did not use your paypal email adress in api, but I am no paypal expert and there are different flavors of api set up)
