In my admin there is only my country language installed and looks like activated as well, HOWEVER, English is everywhere, my language is nowhere). My situation was this: right after installation the only language showed as installed was my native (Czech) language, however, evetything was in English (have no idea why when English was not installed neither visible in installed languages). So, I installed English (again) - got two languages (one default Czech - but showing everything in English) and one English - showing English again.
