I have Access Denied error in back site after roll back from 1.4.9.0 to 1.4.8.2 version using 1-click update (v. 0.8.6, probably). Front shop is deactivated. Please see attached screenshot. There is also an error message displayed in the screen capture you posted, so it may be the case that something went wrong with the downgrade. post again if clearing cookies does not resolve your issue.
