It seems "No".
You can create vouchers for a specific customer, but not for a specific product.
but you can create a voucher for specific category.

You want to create voucher for only a few products, maybe you can walk around by creating a category for the product and create voucher for that category.

great tip. I can confirm this works. I added a new category "ABC" which I hide from the customer. Nonetheless, if I assign products ALSO to that category ABC and I create a voucher valid for ABC only, then the voucher is applied. Good to know.
