No se pueden abrir URL externas (se requiere activar la directiva allow_url_fopen de PHP) To get the latest internationalization data upgrade the ICU system package and the intl PHP extension. Usually this can be done inyour Webhoster Login Area or be putting a custom php.ini file on your server. In doubts ask your webhoster for support.
