In Prestashop 1.5 footer.tpl was in themes folder

Structure changed a lot for prestashop 1.7

correct, there is no body tag in footer.tpl

In prestashop 1.6 (I don't know 1.5), there was only the body closing tag </body> at the bottom of the footer.tpl. Opening tag was in header.tpl

As you gave no information what you are trying to achieve, I assume you wanted to modify something in the footer before the body closing tag.

You could try putting that code just at the end of the new footer.tpl, or near the last hook in footer.tpl

If that doesn't work, you could try to explain what you really want to achieve, then somebody more skilled than myself can give you better advice.
