There's no payment gateway module for the country I'm in, will it be easier for a dev to create a module for Payal than for other local gateways?

Hi all,

I'm in Korea and there's no PG module for here so I'm going to have to ask a dev to create a module. I'd still like to use Prestashop because I want the back end in English or French and an integrated Wordpress blog.
Could any experienced module developer give some advice here?
Would it be easier to create a module integrating Paypal Korea than other local gateways, or is it just as difficult?
Also, who is best suited to execute this? A Korean developer who knows nothing about Prestashop or a foreign developer who knows nothing about Korea??

I think the best candidate to develop this is a Korean developer who knows both Prestashop and Paypal.

But I don't know what is the specific differences between Korea Paypal and other paypal?
The standard Paypal module should work for Korean Paypal, only need to do is to translate the messages.
And the translation should be able to do at back office tools - Translation section.

Thanks for your reply Shokinro, (I nearly sent you a PM earlier when I saw your module)
In fact I've understood that Paypal doesn't do any transactions in Korean currency, which means that they would be converted into dollars each time and that I would get screwed on the exchange rate. My shop is in Korea for Korean customers, so I'm going to have to connect to a Korean payment gateway. (I know it would be easier to use a Korean cart but they're so ugly, all the shops look the same I can't stand it anymore, plus I'd really like a back office in English or French).
My problem is that I'm never going to find a developer here who knows Prestashop, finding one who can read English is the best I can hope for.
You Shokinro are an experienced module developer, is it very hard to develop such a module? Is there documentation to read? Or can a developer understand what to do just by looking at the API's code ?
As a last resort, I can ask the Prestashop team, I saw they offered a user in Japan to create the payment gateway module he needed for 800 euros. I'll see what kind of price I get here.

To develop a payment module, a development at least must
1. Understand the payment system API
2. Understand PrestaShop
