The best you can do is go to Modules > Newsletter v2.0 (in the Tools section) > Configure, then select "All customers" under "Newsletter subscribers", then click "Export .CSV file" to save a list of the email addresses of all customers, then import that file into your email client and sent the email.There is a third-party module here that lets you send a newsletter within PrestaShop.
