Low Currencies (Below $) get wrong carrier range - BUG on 1.3.1 ?

Hi All,

I installed new Currency for Israel Shekel which is below the $.
On my site i set carrier named "airmail" with range between $0 and $20.
So when working with the lower Currency (ILS) even the price is less than $20 (e.g. 50 ILS which is ~$12) Airmail shipping is not available.

This happens only on Currencies that less than the Dollar (Doesn't happen with euro, pound).

Please advice.
