Apium
Following the PrestaShop descriptions (and general practices), a theme is the complete look-and-feel of a webpage. In the case of PrestaShop, that's generally the front office that is completely restyled using a theme. Now, a PrestaShop page has several standardised parts. Those parts are 'templates', building blocks of sorts. Those blueprints are all customised in a theme, so that the final result looks completely different in the end from the default theme. So, as a quick guide: a template is a small part of (html) code, a building block, whereas a theme has many of those building blocks that together form a whole new look-and-feel.
