i would like to have a download link for attachment pdf for catagory.

not for products.

when they in a catagory they can see a pdf off that catagory

This pdf should contain special text, or the category ?

 

For special text. You can include a link with text editor on category description. Use on editor "insert -> insert link".

 

If you want to put your whole catalog as pdf for download, use for ex. one of the free modules (for ex.) - https://www.prestashop.com/forums/topic/498109-free-export-catalog-to-pdf/ or one of the paid addons for to generate your catalog as pdf and than link wherever you want with same method I named on line before.
