Catalog Price Rules?

Subhead: Calculating specific prices by aggregate quantities of qualifying products

 

Example: If I create a rule that states a cart containing X products in a certain category should receive a discount, I would expect that any two products from that category would mean my cart qualifies for that specific price.

 

This is why I've always found it strange why specific prices for Catalog Price Rules don't aggregate the quantities of all qualifying products. 

 

Currently the PS cart will only use the quantity of each individual product to check specific price qualification. In relation to my example; one unit each of X products which match the category requirement would not qualify.

 

For me this is counter intuitive and limits the usefulness of Catalog Price Rules - what do you guys think?
