Shipping Is All Free

OK my client decided not offer free shipping.  Running 1.6.09 - Using the USPS module I have set up the following rates:

 

USA

First Class Mail 0.00

Priority Mail $7

Express Flat Rate Envelope $23

 

Canada

First Class Mail $10

Priority Mail $24

Express Flat Rate Envelope $42

 

Everywhere Else as discussed

First Class Mail $18

Priority Mail $34

Express Flat Rate Envelope $60

 

NOW all my USPS modules show everything is FREE - any help is appreciated

 

Yes I have re-installed the USPS module.  There is no where house and we don't want one or need one.
