Can't see countries when adding tax rule

Hi,

When i try to add a Tax Rule, i cannot see any country to set the rule for.

Prestashop version: 1.6.0.8 (i dont update because there are a lot of core changes)

What can i do to fix this?

Did you modify the associated template file? What if you hit "save and stay" again?

When i hit save and stay again nothign changes.

Do you know what file may be modified / corrupted? I dont think we did anything to tax rules.
