How can I add the option of store pickup with online payment

I'm trying to add the option to pay online but picking up the product on a physical store, but it doesn't appear on the shopping chart

I've create another carrier, free carrier, but still it doesn't work

 

any ideas?

you have likely not setup the carrier correctly.  it would be helpful if you took screen shots of all your carrier settings and provided them in your post
