there is no rule for that, you need a module

you can create a voucher, and add in the registration email the text with the voucher.

I want to be able to give a 10% discount code to everyone who signs up. just need to make a simple code I can give to every customer to use. how do I do this? Like if I made a 10% at cart rules and give the code to my customers manually.
