Installation error .. need help

Hello guys I have a problem with installation it keeps giving me error at 23% .. now I know many people had the same issue as I read through all the forums with people having similar issue and followed all the instructions and every solution including changing php.ini and instlling languages (both english) as I choose Australia as my default country and English as default language and melbourne/aus as my defualt time zone.. Installed both english language packs yet no luck.. I want to figure out if this is a problem with the host or is it something else .. please let me know any helpful info as I want to resolve this asap..
