Webservice 404 - HostGator VPS - FastCGI

Tried the tuturorial for the WebService API and whilst the XML is accessable via the browser, I am unable to get a basic script to work. I see a lot of people are having this issue and I scoured the forums and webs for solutions, but none of them seemed to work. I may be wrong, but I believe the issue could be with HostGator using FastCGI instead of mod_php.

Here's the error I'm getting:
"Other error:
This call to PrestaShop Web Services failed and returned an HTTP status of 404. That means: Not Found."

I added the line to my .htaccess file and also addedthe code to the dispatcher.php script but this did not seem to do anything, the error is the same.  I've tried regenerating the .htaccess file numerous times, turning on/off webservices, 'Enable CGI mode for PHP' is turned ON, mod_rewrite ON, nothing seems to change the behavior.
