Cart Shipping - Showing a value with out beeing logged in. Based on Total Price

I'm just setting up my shopping cart shipping in PrestaShop™ 1.5.6.2 and having issues in my Cart

 

It showing the wrong Value in there - As i'm not logged in yet for a customer and its already giving me a shipping COST

 

How my shipping is set up

 

1.

• Shipping locations and cost
  • Shipping and handling - OFF
  • Apply shipping cost - ON
  • Billing - TOTAL PRICE
  • Tax - NO Tax (just set for testing)
  • out of range - Apply the cost of the highest defined range

 

I have set up 3 Columns for rules for pricing

 

Will be applied when the price is >= 0.00      $50.01     $100.00
Will be applied when the price is <   50.00    $99.99      $5000.00

 

Canada Checked                            12.95    $14.95      $0.00 (free shipping)
North America Checked                   1.00     $2.00        $3.00

 

 

As you can see I have shipping cost for Canada (I have moved Canada out of North America as shipping cost will be different for Canada and USA)

 

But now when you go to my site and just add something to the shopping cart as a guest

 

- It will apply the North American Rate by default (not sure why this does this)

 

Just can't figure why my shipping rules are not working any help would be great.
