Permissions page under Administration in back-office takes long time to load

I have done following

 

1. Clear the cache

2. Clear apache

3. Restart server

 

 

After that all other pages loading time is normal except permissions page which under administration in back-office. It takes around 480s to load. What could be the reason?

 

 

Would appreciate all kind of help.
