Can not Add or Edit Catalog Price Rules

The following error has occurred since yesterday when I want to edit the existing Catalog Price Rules. I cannot add new rules either. 

 

 Fatal error: Out of memory (allocated 148373504) (tried to allocate 4997121 bytes) in /home/crirepor/public_html/cri2013/cache/smarty/compile/6f/3d/a2/6f3da28b555f35483bdb154b0cf3179ddf409d30.file.layout.tpl.php on line 138

 

I contact the server provider, they said"The out of memory error is due to the script maxing out the memory limit for the account at one point. The error doesn't mean that you're maxing it out regularly, which is why you're seeing your Virtual Memory Usage as 0/384MB. If your account really keeps on maxing out your memory limit, you can only resolve this issue by reviewing your codes and optimizing your scripts to lower down its usage. On most situations like this, websites really gets a lot of traffic and then maxes out the resource limits."

 

Actually, the traffic is almost ZERO since the site is newly built. I also check the configuration in BO. It shows like:

I am not sure whether it is the error from the server limits or it is the script error. Is any one can help?
