I'm in multi stores mode and successfully added several new shops. I want to sell license as product to anyone who wants to sell their own products. Each license will be entitled for a shop URL created previously.

 

Is it possible?

Hmm. You're essentially talking about creating a marketplace. I suppose there are a number of ways you can go about remuneration, but why not a simpler commission based method? Much more elegant way to architect rather than selling licensing as a product.
