delivery, shipping, carriers - two different prices for two different countries

I need to have two different prices for two different countries.

My steps:
- zones - all turn off
- countries - turn on only two countries Czech republic and Slovak republic (other countries are off)
- regions - all turn off
But it doesn't work.

If I have zone Europe turn on, I can prepare only the same price for all countries in Europe.

I think - it is not right way to have Czech republic and Slovak republic as special zones, isn't it?

Yes, you'll have to create a specific zone and carrier for both countries. Then you assign 1 zone to 1 carrier.

I wish to be able to send parcels to different countries using different carriers for the same weight. Example, I need to send 3 kgs to UK or Portugal. The rate is different for each country. How can I set this up?

1) disable all countries except countries you want to have

2) disable all zones + delete europe

3) make for each country new zone
