There are two different configuration options on the Paypal-Module for both countries depending on which you are choosing. From where are these settings coming ? From Paypal or from the module itself ? For example when you choose country Austria, so on each product you will have the express-checkout button. Sorry, but this is not allowed in Austria too. We have here the same laws, as in Germany. Express-checkout without trespassing the normal cart checkout from prestashop implies in law infringement and you as merchant can receive an expensive adhortatory letter.
