allow_url_fopen safe?

In BO I am getting message:

Is it safe to do so? Everywhere I read that it opens up php for more attacks.

on my server I disabled it, too many attacks are using allow_url_fopen to connect to the attacker server.

 

For me it's not safe in a shared hosting environment when you don't have control to what people are uploading.
