Shipping Cost dont apply correctly for zones (PS 1.4.2)

Hya,

I hope this post is in corect category - if not plz @ MOD mov this XD
i also found no answers in german and english forum here so..
My Problem is ...

at first i have disabled ALL zones for Shipping (asia, europe, africa etc..)

then i add 2 new zones...
--Germany with Carrier: DHL (Germany)
--European Union with Carrier : DHL (EU only)
I also added "Weight" on each product : Product A = 0.1 kilo , Produkt B = 0.1 Klio...

Now ive tried to set shipping costs by Weight for each Carrier (see attached Picture..)

The Problem is only the German Shipping cost apply correctly by weight so when i add 3 products (summ. = 0.3 kilo)
the costs updating / apply automaticly in Basket.
When i do switch in Basket and set to EU Zone the Carrier "DHL EU Only" apply but he dont apply correct costs for this Zone . My PS/basket using Germany same weigh costs for each carrier (EU & Germany) :S

I want have diefferent prices for each zone so f. ex
0.1 k - 3-k Germany = 3 €
3 k - 5 k Germany = 5 €
also
0.1 k - 3-k EU only = 6 €
3 k - 5 k EU only = 9 €

did i set something wrong or forgot something?
