Wamp database restore issue

I am trying to restore my live database on my local machine. I know there is an issue somewhere in the database but I can not figure it out. I created a new database same name as the old one from the server. Backed and restored on wamp. Downloaded my prestashop files from the server. changed the settings file in config php with new database user name and password. It connects no problem but the issue is it is missing files for example modules will not show up, the css is missing.

The files are definitly there. I checked the apache error log and got:

[Tue May 24 15:33:51 2011] [error] [client 127.0.0.1] File does not exist: C:/wamp/www/modules, referer: http://localhost/prestashop/

If I do a fresh install of prestashop 1.4.1 and a new database ( the live version I am using) no issues at all. So i beleive my issue is in the mysql area but not sure or apache?

Any Ideas?
