Locked on version 1.7.8.9

Hi, let's try the question again ... hoping for a solution.

We have Prestashop stuck at version 1.7.8.9 and are unable to upgrade in any way.
The module has been updated to the latest version available.
When it opens, it cannot find any version to download from either the 'Major' release or version 1.7.8.10.
We have tried the various online solutions but nothing.
It seems as if the module cannot communicate with the Prestashop servers in any way.
We also thought of a firewall problem. Having the IP numbers to which the module connects we could put them in the "WhiteList" but we can't find anything.
Has anyone overcome this problem?

You can also download the new version from the PS website and then use that for the upgrade.
