Prestashop 8.1 Admin Attempted to load class "DocBlockFactory" from namespace "phpDocumentor\Reflection". Did you forget a "use" statement for another namespace?

In freshly installed Prestashop in admin im getting to the same error:

Attempted to load class "DocBlockFactory" from namespace "phpDocumentor\Reflection".
Did you forget a "use" statement for another namespace?

If I clear var/cache manually it dissapears but after some time gets back.

My Prestashop phppsinfo.php showing all OK with requirements.

Im attaching full errors screens from debug mode on.

10 years and all the time you will get some kind of bug that will break the whole site, why does it still happen? how to fix that bug and remove that module would be faster fix.
