Remove all shipment/carrier alternatives to customers but keep them for backoffice/admin

I am changing my E-Commerce platform ( a very old and much modified version of osCommerce ).
I am considering Prestashop as an alternative.

Is it possible to configure Prestashop for the following scenario:
(it's a B2B store)

- Customers add products to the shopping cart.
- Customers go to checkout and select/register delivery and billing address
- Customers click on "confirm" and the order is created in Prestashop

- Backend personnel confirm the order (possible to make adjustments).
- Backend personnel specify payment method
- Backend personnel specify delivery method (DHL, Schenker, other...)
- The order is shipped and tracking information is attached to the order

Can Prestashop handle a process like the above?
if so - any suggestions for how to configure Prestashop are gratefully received.

As a summary:
I would like to remove shipment and payment options from customers - they will be set by backoffice employees.

For this the best solution we have found is 'quote', here are some modules on addons

You may want to consider hiring an agency to migrate to PS, build the front end and add the features you desire, I say this because one person only cannot really build a very good shop, just  to many things to know.
