too many redirects after upgrading

This error has got me stumped. I upgraded from prestashop 1.6 to the latest version 1.7.8.7 and most of the upgrade went fine. Finally solved 99% of the issues and everything seems fine except one thing in back office. Clicking on design and pages gives me to many redirects error. click back and I get error in BO the says may times object cannot be loaded. I have cleaned cache, changed php version and just about everything else but still cannot get the page to come up. Went into the DB and deleted the sms pages and still same error. Looked at the access logs php error logs and still can't see where this is happening. If anybody knows where I should look to fix this it would be greatly appreciated
