Can I choose (Cash on delivery COD) for a specific city only?

how can i do that?

By default you can restrict the payment method by Currency, Customer Group and Country in Prestashop Through Payment->Preference tab.

If you want to add any other restriction on the basis of either the City or Zipcide, then it can only be possible through coding, not from Backoffice setting.

So It will be better if you hire a developer.
