Error message and Customer can't checkout

OK I searched thru here and tried but if anyone can help.  I am not understanding this.  I get an error from customer once in awhile and it says to provide link but don't know what that means or last to contact

A customer encountered a processing payment error :
Customer identifier: 978
Cart identifier: 2528
PayPal order identifier: 32U40988AA841625B
Exception identifier: 48
Exception detail: Payer has not yet approved the Order for payment. The payer has not yet approved payment for the order. Redirect the payer to the rel:approve URL that was returned in the HATEOAS links in the create order response or provide a valid payment_source in the request.

I just want to understand is this something on their side about the payment.

Not sure what this means can somebody tell me what creates this so I can explain it to customer

i understand that it is harsh to encounter such an error:

State when did it happen, just once? Only for him? Can you repeat the order?

PS Version, PHP Version, Shared server? Any module involved?
