Website copy without database

Good afternoon, there is a task to create a copy of the site of an existing, working site for another region. A team from another country gave ftp files, but does not want to give the base.

1) Is it possible to deploy a site without a base?
2) Is it possible to find a list of system tables so as not to transfer customer and order data from a team from another region?

The database contains the products and categories. So without it you don't have much.

Excluding the ps_cart*, ps_customer*,ps_message* and ps_order* tables should be enough. But your modules could contain additional tables.
