prestashop does not verify if the payment is associated with carrier before sending an order

Hello,
in my shop have products associated with different carriers, each carrier has its own payment method.
I receive orders with payment other than those associated with the carrier.
example:

product1 -> carrier1 -> payment1
product2 -> carrier2 -> payment2

I get orders of product2 with carrier2 and payment1

prestashop version 1.7.6.3 but it also happens with version 1.7.6.9

some customer puts product1 in the cart and completes the checkout until the payment1 page
then in a new browser tab he opens the cart, removes product1 and replaces it with product2
go back to the first tab of the browser and click on submit.
I receive the product2 order with carrier2 and payment1
