Calculating Sales Tax on Order

I am having an issue in Prestashop 1.6.1.16 calculating sales tax.

All my products are taxable and set up assigned to one tax rule - NY 8.75%.

I have set up all New York zip codes in the Tax Rules using ranges of zip codes for the various different tax rates by zip code. The rules are assigned to New York state and are set up 'one after another'.

The rules are then assigned to the correct tax name to get the same.

When an order comes in with a shipping address that contains a zip code in the range of the NY 8.75% tax rule (that is assigned to all products) the tax is correctly calculated.

If that same product is being shipped to an address outside of that NY 8.75% tax rule NO tax is calculated - although there is a rule for that zip code.

I'm at a loss as to what is wrong.

Actually no - I am using the standard Prestashop tax rules...

I received a CSV file from New York State that contained all the state zip codes and their corresponding tax rates.

It seems very strange that taxes are only calculated if the product is shipped to the tax rule assigned to each product. Obviously a product can be shipped to any zip code in New York so that can't be a problem.

I have been working on this all morning without luck...

Any suggestions?
