How to Block Guest User

Hi,
I have a guest user blasting me with emails in Chinese from my contact form. They have been using the following email domain with random generated addresses: @qq.com and @icloud.com with one IP being 223.119.49.110

For the moment I have had to put the store in Maintenance Mode as I can't work out how to block them.

1. To begin with how do I temporarily deactivate the Contact Us form? (can not find it under "Preferences→Maintenance")

2. How do I block their IP addresses from using the site?

3. What else should I do?

-> Use reCaptcha on the contact form to avoid these kind of spams. You can find many of the module related to captcha on the addons store. 

-> Regarding the Blocking the IP, you can use "Blocker" kind of module to block a IP.  Apart from that you can also block the IP using the htaccess file. Try adding following lines in the PS root .htaccess file 

order allow,deny
deny from 223.119.49.110
allow from all
