Remove VAT for EU VAT registered Customers

I have Prestashop 1.7 and for the life of me i can't figure out how to remove the VAT based on the following basic EU Reverse Charge rule;

My customer is from a different EU country
AND
They enter a VAT number.

I'm sure it's in there somewhere but can't see the option.
