Simple question on upgrading non-active site to V 1.4

I just installed V1.3 last week and have not done more that add a few bits of basic data to the backend, e.g. paypal, money type settings, etc but I have not uploaded any product info, images, or text.
I want to upgrade to V 1.4 but it seems like a lot of steps for someone like myself whose really has nothing to lost if anything goes wrong.
My question is should I 'upgrade' and if so by which means?

or should I just start over from scratch using 1.4 as if I had never installed 1.3?
