[SOLVED]Shipping set-up advice

I have done a search but couldn't find anything.

My shipping charges will be weight based. My site is for a single country. I have set the zone to, in this case, Asia.

I have set the country to Thailand and to include states (provinces). I have set the provinces.

I have also set up the weight ranges and cost for each.

My problem is that some provinces cost more to send a particular weight to than others.

How can I set up Prestashop handle this.

Advice appreciated.

After sleeping on it I came up with the solution. It was all in the Zones. The Zone setting is a bit misleading, it gives the impression that the correct entry here should be Asia, Europe, USA etc.
As I had just one zone 'Asia' I was only presented with one zone on the 'Fees by carrier, geographical zone, and ranges' options.
I had 3 different shipping rates depending on the states (province) location in the country. Instead of 'Asia' in the Zones I set up Zone 1, Zone 2 and Zone 3. Now on the States (Provinces) I could allocate each state to a zone.

Now on the 'Fees by carrier, geographical zone, and ranges' on the shipping tab I was presented with the matrix to set the for prices for each weight range versus each zone.

Simples!!

I has test it, but it does not work. Beacuse we can select only one against each country.
