Required field in form address

How can I make a field required by state?

 

 

For example, if the user chooses country: Canada, now request identification number is optional, this is a prestashop option but if you choose city: Ontario (contains states), identification number is required

 

 

I've tried a thousand ways but I think it would be best to do it using javascript, any ideas?

No, you should force this in the Smarty template. Maybe an array_map directive will do.
