How to switch off smart cache for CSS

I edit my page in Prestashop, i've deleted 1 line in css code. Then refresh. The page stays the same, even when in this file there's no this code that i've deleted. I open in the prestaschop panel: advanced->performance->ccc functionality. Here all the options were switched off. Soo i switched smart css to ON. The page refreshed and the changing in css were accepted. So it worked. Here's the problem. Looks like javascript is having some problem in a section of my site. So i've tried to switch this option off. I couldnt do this. When I try to save changings it switch itself to ON. Please help.
